中国では当局が地元の無法者を雇い、命令を実行させることは珍しくはない。江西省の事例では、女性が死亡している。
2013年、福建省福州市の現地政府は裏社会の暴漢を雇い入れ、権利保護を訴える村民に暴行するよう指示した。
住民が自分の土地を守ろうして、当局から暴行された。福建省のある地域で発生したこの出来事が、Bitter Winterが、このほど入手した映像に記録されていた。
